These are new TR415 stubby valve stems. These fit the standard 0.453" valve stem hole found on most wheels and are 7/8" long on the outside of the rim. These are the stubby stems used on ATV rims, lawn mower rims, boat trailer wheels, etc. These will also fit passenger car wheels if you want a really short stem.
